The new measures require government authorization for overseas shipments of mining equipment, processing machinery, and magnet manufacturing technology that could have both civilian and military applications.
These minerals, essential for producing everything from consumer electronics to advanced weapon systems, represent a strategic sector where China maintains dominant global positioning. The country controls approximately 70% of worldwide rare earth mining operations and nearly all separation, processing, and magnet manufacturing capabilities.
Under the updated regulations, Chinese citizens and corporations are prohibited from providing technical assistance for rare earth operations abroad without explicit government approval. The rules also extend to foreign entities utilizing Chinese-origin machinery or components in their overseas facilities.
The commerce ministry indicated that defense-related export applications would be automatically rejected, while those involving advanced semiconductor manufacturing would undergo individual assessment. Officials stated that unauthorized technology transfers to foreign military entities had previously compromised national security interests.
These developments occur against the backdrop of ongoing trade discussions between major economic powers, though specific negotiations weren’t referenced in the official announcement. Industry analysts suggest the timing reflects strategic positioning ahead of anticipated high-level diplomatic engagements.
The regulations took immediate effect and expand upon earlier restrictions introduced earlier this year. Companies holding existing export licenses have been instructed to submit them for compliance verification, while new applicants must demonstrate their shipments won’t contribute to military applications abroad.
